1. 한국기독교교회협의회(NCCK, 총무 박승렬 목사)는 오늘(5월 20일), 주한 이스라엘 대사관 라파엘 하르파즈(Rafael Harpaz) 대사 앞으로 공식 항의 서한을 전달하였습니다. 이 서한은 이스라엘 군이 가자지구를 향해 항해하던 민간 인도주의 구호 선단을 국제 공해상에서 강제 나포하고, 탑승한 한국인 평화활동가들을 억류한 사건에 대한 공식적이고 긴급한 항의입니다.

2. 이번 국제 구호 선단에는 39개국 426명의 평화활동가들이 함께하였습니다. 그 가운데 한국인 평화활동가 김동현, 김아현(활동명, 해초), 이승준 님이 탑승한 ‘키리아코스 엑스’호와 ‘리나 알 나불시’호가 5월 18일과 20일(한국시간 새벽), 이스라엘 군에 의해 국제 공해상에서 강제 나포되었으며 탑승자 전원이 현재 억류 상태입니다. 이 선단은 이스라엘의 봉쇄로 인해 유엔을 포함한 국제구호기관들조차 접근하지 못하는 가자지구에 식량·의약품 등 기본 생존물자를 전달하기 위해 출항한 순수 민간 구호 선단이었습니다.

3. NCCK는 항의 서한을 통해 세 가지를 분명히 밝혔습니다. 첫째, 비무장 민간 구호 선박에 대한 무력 나포는 유엔해양법협약(UNCLOS) 및 국제인도법의 명백한 위반입니다. 둘째, 이스라엘의 반복적인 군사적 폭력과 점령으로 가자 주민들이 기아와 질병으로 생존의 위협에 처한 상황에서 외부 인도주의 지원마저 봉쇄하는 행위는 민간인 전체에 대한 집단적 폭력이며 제네바 협약이 엄격히 금지하는 행위입니다. 셋째, 이 사건은 단순한 외교적 분쟁을 넘어 인류 보편의 인권과 인도주의 원칙에 대한 심각한 도전입니다.

4. NCCK는 이스라엘 정부에 대해 ▲나포된 선박 탑승자 전원의 즉각 석방 및 안전 송환 ▲한국인을 포함한 억류자 전원의 신변 안전 보장 및 영사 접견권 즉시 허용 ▲가자지구 인도주의 지원 통로의 즉각 개방 ▲국제법 및 국제인도법 준수와 민간인 보호 의무 이행을 강력히 촉구하였습니다.

5. NCCK는 생명을 거스르는 모든 폭력과 전쟁에 반대하며, 지금 이 순간에도 가자지구에서 스러져 가는 생명들을 깊이 애도합니다. 세계교회를 비롯한 국제 에큐메니칼 공동체와 함께 이 사건을 지속적으로 국제사회에 알리고, 생명과 정의, 평화를 향한 연대의 목소리를 이어갈 것입니다.

우리는 이 서한을 전달하기에 앞서 이스라엘의 폭력과 점령으로 팔레스타인 가자지구에서 이름도 남기지 못한 채 스러져 간 수만 명의 생명을 기억하며 깊이 애도합니다.

주한 이스라엘 대사관 라파엘 하르파즈 대사께,

본 회가 귀 대사관에 이 서신을 보내는 것은 최근 이스라엘 군이 가자지구를 향해 항해하던 민간 인도주의 구호 선단을 국제 공해상에서 강제로 나포하고 탑승 평화활동가들을 억류한 사건에 대해 강력히 항의하기 위함입니다.

1. 사건 경위

유엔을 포함한 국제구호기관들이 이스라엘의 봉쇄로 인해 가자지구에 대한 인도주의적 지원을 사실상 수행하지 못하는 상황에서, 전 세계 평화활동가들은 민간 차원에서 식량·의약품 등 기본 생존물자를 전달하고자 자발적으로 선박에 탑승하여 가자지구를 향해 출항하였습니다. 이번 구호 선단에는 39개국 426명의 활동가들이 함께하였습니다. 그 가운데 ‘키리아코스 엑스’호와 ‘리나 알 나불시’호에는 한국인 평화활동가 김동현, 김아현(활동명, 해초), 이승준 님이 탑승하고 있었습니다. 이스라엘 군은 지난 5월 18일과 20일(한국시간 새벽), 이 두 선박을 공해상에서 강제로 나포하고 탑승자 전원을 억류하였습니다.

2. 항의 사항

1) 민간 인도주의 구호 선박에 대한 무력 나포는 국제법, 특히 유엔해양법협약(UNCLOS) 및 국제인도법의 명백한 위반입니다.

2) 비무장 민간인 평화활동가에 대한 억류와 신체적 위해는 어떠한 경우에도 정당화될 수 없습니다.

3) 이스라엘의 반복적인 군사적 폭력과 점령으로 인해 가자 주민들은 기아와 질병으로 생존의 위협에 처해 있습니다. 이러한 상황에서 외부의 인도주의적 지원마저 봉쇄하는 행위는 민간인 전체에 대한 집단적 폭력이며, 이는 제네바 협약이 엄격히 금지하는 행위입니다.

3. 요구사항

1) 나포된 선박의 탑승자 전원을 즉각 석방하고 안전하게 송환할 것

2) 억류 중인 한국인을 포함한 모든 탑승자의 신변 안전을 보장하고, 영사 접견권을 즉시 허용할 것

3) 가자지구에 대한 인도주의적 지원 통로를 즉각 개방하고, 민간 구호 선박의 통행을 허용할 것

4) 국제법 및 국제인도법을 준수하고, 민간인 보호 의무를 이행할 것

우리는 생명을 거스르는 모든 폭력과 전쟁에 반대합니다. 세계교회를 비롯한 국제 사회는 지금 이 순간에도 가자지구에서 스러져 가는 생명들 앞에서 깊은 슬픔과 분노, 그리고 포기할 수 없는 희망을 함께 나누고 있습니다.

우리는 이 사건이 외교적 분쟁을 넘어 인류 보편의 인권과 인도주의 원칙에 대한 심각한 도전임을 분명히 밝힙니다. 이스라엘 정부가 국제사회의 요구를 진지하게 수용하고 즉각적인 조치를 취하기를 강력히 촉구합니다.

We trust that this letter finds Your Excellency well amid your important diplomatic responsibilities. Before we deliver this letter, we pause, in grief and in prayer. We remember the tens of thousands of lives lost in Gaza under Israel’s ongoing violence and occupation: lives that slipped away without their names being heard, without the witness they deserved. We hold them in our hearts, and it is in their memory that we write to you today.

Your Excellency Ambassador Rafael Harpaz,

The National Council of Churches in Korea (NCCK) writes to your Embassy to lodge a formal and urgent protest against the forcible seizure, by Israeli military forces, of civilian humanitarian flotilla vessels in international waters, and the subsequent detention of the peace activists aboard.

1. Background

As United Nations agencies and international humanitarian organizations have been rendered effectively unable to deliver aid to Gaza due to Israel’s blockade, peace activists from around the world voluntarily embarked on civilian vessels to deliver food, medicine, and other essential supplies to the people of Gaza. This voyage brought together 426 activists from 39 countries. Among them, Korean peace activists Kim Dong-hyeone, Kim Ah-hyun (activist name Haecho), and Jonathan Seungjoon Lee (Seungjun) were aboard the Kyriakos X and the Lina Al-Nabulsi. On 18 and 20 May 2026 (the latter in the early hours of the morning, Korean time), Israeli military forces forcibly seized both vessels in international waters and detained all persons on board.

2. Statement of Concern

1) The forcible seizure of civilian humanitarian vessels by military force constitutes a clear and manifest violation of international law, in particular, the United Nations Convention on the Law of the Sea (UNCLOS) and international humanitarian law.

2) The detention and physical mistreatment of unarmed civilian peace advocates cannot be justified under any circumstances.

3) As a direct consequence of Israel’s repeated military violence and ongoing occupation, the civilian population of Gaza faces existential threats from starvation and disease. To further obstruct external humanitarian relief under such conditions constitutes an act of collective violence against civilians as a whole, in direct violation of the Geneva Conventions.

3. Demands

1) Release immediately all persons aboard the seized vessels and ensure their safe return.

2) Guarantee the safety of all those detained, including Korean nationals, and permit immediate consular access.

3) Open without delay all humanitarian corridors to Gaza and allow the free passage of civilian relief vessels.

4) Comply fully with international law and international humanitarian law, and honour the obligation to protect civilians.

We stand in opposition to all violence and war waged against life itself. The global ecumenical community and the international community at large share, at this very moment, a profound grief and moral outrage - and a hope that refuses to yield - in the face of lives still being lost in Gaza.

We are bound together across borders and traditions by the sacred conviction that every human life is irreplaceable, and that no political calculation can silence the cry of the suffering.

We state clearly that this matter extends far beyond diplomatic dispute: it is a grave challenge to the universal principles of human rights and humanitarian law. We call urgently upon the Government of Israel to take seriously the demands of the international community and to act without delay.
