(Urgent Statement on Myanmar Military's Airstrike)

1. 동북아시아 평화와 민간안보를 위한 에큐메니칼 포럼(Ecumenical Forum for Peace and Human Security in North East Asia, 이하 NEA 포럼/ 의장국: 한국, NCCK)과 미얀마-버마 민주화를 위한 아시아 에큐메니칼 플랫폼(Asia Ecumenical Forum for Myanmar-Burma Democratization, 이하 버마 플랫폼/ 의장: 남부원 아시아태평약지역YMCA 총장)은 지난 11일 미얀마 군부가 자행한 민간인 학살에 충격을 금치 못하며 아래와 같이 공동 규탄성명을 발표합니다.

* NEA 포럼은 지난 2006년, 동북아시아 평화와 안보, 민주화와 인권 증진을 위해 창립된 아시아 지역 교회와 기관, 시민사회가 연대하는 범 에큐메니칼 아시아 네트워크입니다. (주요 단위: 한국기독교교회협의회NCCK/일본기독교협의회NCCJ/대만장로교회PCT/필리핀그리스도교협의회UCCP 등)

2. 우리는 1) 미얀마 군부의 반인도적 범죄를 강력히 규탄하며 2) 지금 당장 민간인에 대한 무자비한 폭력을 즉각 중단할 것 3) 모든 정치범들에 대한 즉각적인 석방과 민주인사에 대한 사형집행을 중단할 것을 강력히 촉구하였습니다. 나아가 UN을 비롯한 국제사회가 요구하는 1) 학살 책임자 처벌 2) 국제인도주의법에 따른 민간인 보호 3) 희생자들에 대한 인도주의적인 보호 등의 시급한 사안을 즉각 이행할 것을 촉구합니다.

미얀마 군부의 사가잉 지역 민간인 학살을 강력히 규탄한다.

아시아 민주주의와 평화를 위해 일하는 우리는 2021년 미얀마 쿠데타 이후 국제 에큐메니칼 공동체와 함께 미얀마의 민주주의 회복과 평화를 위해 기도해왔습니다. 그런데 지난 4월 11일 미얀마 중부 사가잉 지역에서 민간인을 향해 자행된 군부공습 소식은 미얀마의 민주주의를 염원하는 모든 국제 사회에 큰 충격이 아닐 수 없습니다. 우리는 미얀마 군부의 반인도적 범죄를 강력히 규탄하며 지금 당장 민간인에 대한 무자비한 폭력을 즉각 중단할 것을 강력히 촉구합니다.

미얀마 최대의 설 명절 띤잔 축제 기간임에도 불구하고 지금 그곳은 억울하게 죽임당한 이들의 피맺힌 울분과 탄식만이 가득합니다. 지난 11일 군부는 명절을 맞아 삼삼오오 반갑게 인사를 나누던 버찌니 비무장 마을 주민들에게 무차별 공습을 감행하였습니다. 전투기와 공격헬기를 투입한 공격은 지뢰와 폭탄을 무차별 투하하는 등의 만행으로 이어졌고 현재 150여명이 학살되었으며 시신은 신원을 확인할 수 없을 만큼 잔혹하게 훼손되었습니다. 생존자들의 증언에 따르면 주민들은 하늘에서 떨어지는 직격탄에 맞아 소리 한번 지르지 못하고 즉사하였고 마을 주변은 팔다리가 잘려나간 시신들과 살점들이 사방으로 흩어져 수습 할 수조차 없는 비극 그 자체였습니다. 희생자 다수는 어린이와 여성이며 사상자 중에는 10여명의 임산부도 포함되어 있습니다.

미얀마 군부의 이러한 천인공노할 반인륜적 범죄행위는 즉각 중단되어야 합니다. 공습 직후 안토니우 구테후스 UN 사무총장은 “이번 학살의 주범에 반드시 책임을 물어야하며 국제인도주의법에 따라 민간인을 우선적으로 보호하고 희생자들에 대한 인도주의적 지원 그리고 유엔안전보장이사회 결의안 2669호에 따라 미얀마 전 지역에서 발생하는 모든 형태의 폭력을 종식할 것을” 거듭 촉구한 바 있습니다. 국제사회는 이미 쿠데타를 일으킨 군부의 폭력행위는 국제법과 국제인권기준에 반하는 반인도적이며 반인권적인 악행이며 민주사회를 지향하는 모든 국제사회에 대한 도발임을 수차례 엄중히 경고해왔습니다. 나아가 군부가 임의로 구금하고 있는 모든 정치범들에 대한 즉각적인 석방과 사형집행에 사실상 모라토리엄을 선언할 것을 지속적으로 요청해왔습니다.

지금까지 군부가 저지른 모든 학살과 잔학행위는 결코 용납될 수 없는 명백한 반인도적 범죄행위입니다. 쿠데타 이후 3년째, 현재까지 최소 3천여 명이 목숨을 잃었고 2만여 명이 체포되었으며 200만 명이 넘는 이들이 갈 곳을 잃고 국경 지대를 떠돌고 있습니다. 이는 비단 사가잉 지역 주민들 뿐 아니라 미얀마의 민주화를 염원하는 모든 인류의 양심에 대한 도발이며 폭거입니다. 군부는 지금 당장 모든 형태의 반인도적 범죄를 멈추십시오.

우리는 이번 사가잉 만행을 똑똑히 기억하며 관여한 모든 이들의 책임을 끝까지 물을 것입니다. 또한 자유와 민주, 평화의 가치를 따르는 국제 에큐메니칼 공동체의 일원으로서 미얀마 봄의 혁명이 완수될 때까지 온 맘과 뜻을 다해 국경을 넘는 그리스도의 사랑과 우정의 연대를 실천해 나갈 것입니다.

[성명] - 영문

We strongly condemn the Myanmar military’s massacre of civilians.

We are an international ecumenical community who advocates and supports communities for freedom, democracy and peace. Since the 2021 coup d’etat staged by the military generals in Myanmar, we have appealed consistently to citizens, communities and organizations for solidarity for the oppressed and suffering people of Myanmar. However, recent news of military airstrikes on civilians on April 11 in Sagaing, middle region of Myanmar, sent shockwaves to concerned communities in solidarity both at home and abroad. We strongly condemn these attacks by Myanmar’s military government. These constitute crimes against humanity and we urge that these ruthless violence against civilians be stop right now.

In the middle of Myanmar's biggest Lunar New Year holiday, the Thingyan Festival, the air is now filled with the pent-up anger and the blood of those who were unjustly killed cries out from the ground. On April the 11th, the military carried out indiscriminate airstrikes on the civilian and non-combatant population in the village of Birchini, who were greeting each other in twos and threes for the holiday. Attacks involving fighter jets and attack helicopters have led to indiscriminate use of landmines and bombs, and more than 150 people have been slaughtered and their bodies have been brutally damaged beyond identification. According to the survivors' testimony, residents were killed instantly after being directly hit by direct firing strike from the sky, and the village was a tragedy in itself as the physical structures of houses and buildings were totally disintegrated. Dismembered bodies and human flesh scattered everywhere. Many of the victims are children and women, and the casualties include about 10 pregnant women.

These crimes against humanity by Myanmar's military must be stopped immediately. Shortly after the attack, United Nations Secretary General Antonio Guterres reiterated his call to the military government of Myanmar for, "taking responsibility for the killings, prioritizing protection of civilians under international humanitarian law, humanitarian aid to victims and ending all forms of violence in Myanmar as provided for under UN Security Council Resolution 2669.” The international community has repeatedly given stern warnings that the violence of perpetrated by the military government, that has already staged a coup d’etat is inhuman and violative of the international humanitarian law and international human rights standards. These are evil acts and go against the grain of protecting life and human dignity. This is a provocation against all the international community that aims for democracy, justice and peace as the bulwark of a democratic society. Furthermore, we consistently called for the military to immediately and unconditionally release of all political prisoners in arbitrary detention and a virtual moratorium on their execution.

All the killings and atrocities committed by Myanmar’s military government are obvious crimes against humanity that can never be tolerated. In the three years since the coup, at least 3,000 people have been killed, 20,000 have been arrested, and more than 2 million have lost their homes and are wandering around the border. These staggering human rights violations outrage the conscience and sense of humanity of not only the people of Sagaing but also of all humankind who aspire for democracy in Myanmar. The military government should stop all forms of crimes against humanity right now.

We will remember this atrocity and hold all those involved accountable to the end. In addition, as a member of the international ecumenical community that follows the values of freedom, democracy and peace, and we will exemplify our solidarity of love and friendship of Christ that transcends borders with all our hearts and will continue to do so until the spring revolution of Myanmar is completed.
