Final : Special Prayer - National Council of Churches in Korea 2020 August 15th Joint South-North (North-South) Prayer for Peace & Reunification on the Korean Peninsula God of mercy! As this year 2020 marks the 75th anniversary of Korea’s liberation from the Japanese colonial rule, we give you thanks for your marvelous gift of liberation. But the joy of liberation could not be fully celebrated for Christians in the North and South due to the Cold War relic of longstanding division and confrontation. Lord, have mercy on us! God of justice! The joy of liberation ended up being only half fulfilled as the years of division, confrontation, and hatred have torn us apart as if we were two hostile nations from the beginning. The foreign powers, who established two separate Korean nations demarcated by a border at the 38th parallel, the line of latitude that crosses the peninsula, still dominate the fate of our nation. Japan, which has continued to refuse to apologize, is the intruder for peace and reunification on the Korean Peninsula. Lord, we humbly ask for the justice of your kingdom which is opposite to the injustice of the human empire! God of hope! We also give you thanks for making us your messengers of peace and justice. June 15 this year marks the 20th anniversary of the Joint Declaration between the two Koreas and held the first summit of inter-Korean leaders since the Korean War in the early 1950s.The North and South have agreed to resolve the question of reunification independently and through the joint efforts of the Korean people, who are the masters of the country. Lord, help us not to lose our hope! God of peace! Trees of peace, rooted in this land, are still growing. Even in times of external pressure from the foreign powers, we pray that the fruits of peace would be harvested throughout the length and breadth of the land all over the country. Help us to stop the military exercises and producing all weapons in the name of security! Lord, may the North and South walk in the path of peace and coexistence by declaring an official end to the Korean War and signing a peace treaty! God of salvation! We are frustrated and feel so helpless as we have faced the COVID-19 pandemic. Just as Koreans wish a full joy of liberation, may we overcome the COVID-19 and enjoy the gifts of life. May the North and South lead to mutual cooperation as one nation! Lord, may we boldly proclaim a new covenant of national reconciliation, peace, and prosperity! In the name of Jesus Christ, we pray. * Korean (Above) - English (Below) 8월 2주 증언 7 - 박종화 목사, 국민문화재단 이사장 한반도 평화와 통일을 위한 <공동기도문> 한반도의 평화와 통일을 위한 예배와 집회는 국내외를 막론하고 모두의 기원을 담은 <공동의 기도>를 예나 지금이나 필수 절차로 삼아왔다. 다만 이를 공적 형식의 <공동기도문>으로 결의하고 실행에 옮긴 사건은 평화와 통일운동의 과정에서만이 아니라 공적 예배예전에 포함되는 일은 교회사의 공의회적 결의라는 점에서도 그 뜻하는 바가 크고 깊다. 한국교회의 평화와 통일 운동의 기폭제는 세계교회협의회-국제문제위원회(WCC-CCIA) 주선으로 일본 도산소에서 열린 <동북아 평화와 정의협의회>(1983.10.19.-11.02.)였다. 물론 당시 “평화”나 “통일”이라는 용어조차 민간사용이 금기시 내지 금지되었던 한국 정치상황에서 KNCC(NCCK의 당시 약어, 이하 KNCC)가 WCC를 통하여 시도한 첫걸음이었고, 거기서 당연히 의제토론과 함께 공동기도는 필수절차였다. 이의 연장선상에서 WCC-CCIA가 주선한 남북교회 간의 첫 만남인 <스위스 글리온 회의>(1986.09.02.-05./조선그리스도교도 연맹 5인과 KNCC 6인 참여)는 공동기도는 물론 공동의 성만찬도 진행했다. 이것이 전 세계 에큐메니칼 운동과 남북 간의 교회가 기도로 시작한 평화와 통일을 향한 거보였음을 인식해야 한다. 이처럼 세계 에큐메니칼 교회들과 남북의 교회들 상호간의 공동기도와 공동의 연대를 공적 차원에서 처음으로 표명한 것은 KNCC가 발표한 시대사적 선언문인 <민족의 통일과 평화에 대한 한국기독교회 선언>(1988.02.29.)이다. 이 선언은 곧 이어 열린 <세계 기독교 한반도 평화협의회>(인천 송도, 1988.04.25.-29.)에서 전폭적으로 수용되고 세계교회가 동참케 하자는 결의로 이어졌다. 우리가 말하는 이 <88선언>은 “남북한 교회의 상호왕래가 실현될 때까지 세계교회와 협력하여 평화와 통일의 희년을 남북한 교회가 공동으로 선포하도록 하고, ‘평화통일 기도주일’을 공동으로 지키는 일과 ‘평화와 통일을 위한 기도문’을 공동으로 작성하여 사용하도록 하는 일을 추진한다.”고 결의 했었다. 여기서 유념할 사항이 있다. “공동기도문” 작성, “평화통일 기도주일” 설정, “통일 희년”의 설정이 한 묶음으로 제안되었다는 점이다. 한반도 평화와 통일 문제에 헌신적인 선두주자로 나선 WCC는 <중앙위원회>(서독 하노버, 1988.08.10.-20.)를 통하여 위에 언급한 KNCC 선언과 인천 국제대회가 제기한 “세계 기독교공동체가 남북한 기독교인들과 함께 평화적 통일을 위한 ‘함께 기도하는 날’을 연례적으로 갖도록 하자”는 제안을 수용하고, 동시에 <한국교회 여성협의회>(1988.04.28.)가 제안한 ‘1995년 통일희년’ 계획과 이를 ‘기독교 여성 향후 10년 운동’(1988-1998)과의 연계제안 등을 수용하여 차기 중앙위에서 포괄적 결의를 만들어 내기로 했다. 이어서 열린 남북의 <제2차 글리온 회의>(1988.11.23.-25.)는 남북의 교회가 ‘1995년을 통일의 희년’으로 선포하고, ‘매년 8.15 직전 주일을 동동 기도주일’로 지키며, 이 날을 위하여 ‘공동 기도문’을 채택하고, 나아가 세계의 모든 회원교회들이 이 날을 지켜줄 것을 권면하도록 WCC에 요청하기로 합의했다. 이런 일련의 남북 교회의 요청을 수용하면서 WCC <중앙위원회>(1989.07.27. 모스크바)는 아주 기념비적인 장문의 “정책성명서”<한반도의 평화와 통일/WCC Policy Statement>를 채택 하고 발표했는데, KNCC가 발표한 “88선언”을 비롯한 여타의 각종 후속 선언들을 두루 살피 고 한반도 평화와 통일에 대한 세계 교회들의 참여가 에큐메니칼 신학과 운동의 도도한 흐름 속에 중요한 위치를 점한다는 확신을 심어주었다. 특별히 강조하건데 KNCC가 발표한 <88선언>과 WCC가 발표한 <한반도 정책선언서>는 한반도의 평화 통일이라는 거대 담론과 주제를 기독교적 관점에서 가장 명확하게 해명하고 제기한 핵심 문서라고 보고 필독을 권한다. (참고자료: 1980-2000 한국교회 평화통일운동 자료집, 한국기독교교회협의회,2000, pp.102-110; pp. 159-163). WCC 중앙위원회(모스크바)는 발표한 <정책선언서>를 통하여 공동기도문을 비롯한 관련 행사에 관하여 이렇게 결의했다. : “‘한반도의 평화와 통일에 관한 글리온 선언’을 재확인하면서 세계교회협의회는 남북한 교회가 1995년을 “통일 희년”으로 지키기로 한 결정을 지지하며, 세계교회협의회의 모든 회원교회들과 에큐메니칼 협의체들이 공동기도주일을 지킴으로써 한국교회와 함께 기도에 참여할 것을 권고한다.” 이와 비슷한 결의를 같은 해에 모인 세계개혁교회 연맹총회(WARC, 1989.08.26., 참고 상계서 pp.163-164)에서도 해주었다. 이로서 <공동기도>는 남북의 교회와 세계 각국의 세계교회협의회 회원교회들의 ”에큐메니칼 공동기도“가 되었고, 기도문은 통상적으로 사전에 남북의 교회가 합의하여 채택해오고 있다. <공동기도문>의 모음집(위의 자료집, pp. 445-478)은 남북교회와 세계교회의 공동기도문이다. 그 속에 평화와 통일의 마음과 갈망과 결단이 응축되어 있다. 하나님께서 이 공동의 기도를 들으시고 한반도에 평화와 통일을 그리고 나아가 함께 기도하는 온 세계의 분쟁과 분단으로 아파하는 모든 곳에 화해와 평화의 축복이 임하시길 기원한다. 한국교회는 이 공동기도문을 들고 1988년 8월14일 첫 <평화통일 기도주일 연합예배>를 정동 감리교회에서 함께 드렸으며, 지금까지 온 누리 교회들 마다 이 공동기도의 외침이 통일과 평화의 그 날까지 울려 퍼질 것이다. Witness 7 - Rev. Dr Jong Hwa Park, Kukmin Culture Foundation Joint South-North (North-South) Prayer for Peace & Reunification on the Korean Peninsula Whether at home or abroad, the form of joint prayer has been lifted up as a necessary process in every worship and prayer service gathering for peace and reunification on the Korean Peninsula. However, this particular Joint Prayer for Peace and Reunification on the Korean Peninsula, which was officially adopted and used in the public worship services, has a remarkable meaning in the process of peace and in the history of the church. The driving force for the peace and reunification movement of the Korean church was the Tozanso Process with the theme, “Ecumenical Contribution to the Struggle for Peace and Justice in North-East Asia,” convened by the Commission of the Churches on International Affairs of the World Council of Churches (CCIA-WCC) from 19 October to 2 November 1984 in Japan. The Tozanso Consultation was the first attempt by the WCC to bring Christians from a wide spectrum of member churches worldwide along with Christians from Korea. Even the terms “peace” or “reunification,” at that time, were prohibited from using in the church. It was the first step that the National Council of Churches in Korea (NCCK) attempted this ecumenical peace process in cooperation with the WCC, and the joint prayer of Christians between South and North Korea was a necessary procedure. Then, the WCC convened the Glion Consultation on 2-5 September 1986 in Switzerland. It was the gathering of Christians from both North and South Korea for the first time by joining in prayer and celebration of the Eucharist. It was a powerful experience of Christian unity in the midst of division. As such, the first public expression of the joint prayer and solidarity between inter-Korean churches and churches around the world was expressed in the historical statement issued by the NCCK, “Declaration of the Churches of Korea on National Reunification and Peace (“88 Declaration”) on 29 February 1988. This 88 Declaration was soon accepted at the World Christian Peace Council on the Korean Peninsula convened by the WCC in Songdo, Incheon, 25-29 April 1988. The 88 Declaration was meant that the WCC supports the joint prayer issued by the South and North Korean churches until the realization of the inter-Korean exchanges. In other words, it was decided to promote the ecumenical efforts for peace and reunification on the Korean Peninsula. There is something to keep in mind here. It was suggested that the establishment of the “the joint prayer,” “the prayer week for peace and reunification,” and “the jubilee for the reunification” are to be linked together. The WCC Central Committee, Hanover, Germany, 10-20 August 1988 claimed to observe a Sunday of Prayer for the Peaceful Reunification of the Korean Peninsula, and decided to propose a comprehensive resolution at the next central committee which combines the ecumenical efforts of the “Year of Jubilee for Reunification in 1995” and the “Reunification Movement of the Christian Women Association for the next 10 Years” proposed by the Korean Association of Women on 28 April 1988. In the second Glion Conference, 23-25 November 1988, the churches of the North and South declared the year of 1995 as the jubilee of reunification and decided to observe the prayer Sunday for peace and reunification on the Korean Peninsula on the Sunday before 15 August every year, prepared by the National Council of Churches in Korea (South) and the Korean Christian Federation (North). In response to the series of requests for peace and reunification on the Korean Peninsula from Korean churches, the WCC Central Committee, Moscow, July 1989 adopted a historical statement, “Central Committee Policy Statement on Peace and Reunification of Korea.” The churches around the world recognized that participating in the ecumenical efforts for peace and reunification on the Korean Peninsula as a milestone in the ecumenical movement. The 88 Declaration by the NCCK and the Central Committee Policy Statement on Peace and Reunification of Korea by the WCC are the most significant documents which present the issues of peace and reunification on the Korean Peninsula from the Christian point of view (See, NCCK’s Documents of Peace and Reunification, [NCCK, 2000], pp 102-110; pp. 159-163). The WCC Central Committee in Moscow made the following resolution regarding the joint prayer and other related events: By reaffirming the “Glion Declaration on Peace and the Reunification of Korea,” the WCC supports the decision of churches in both North and South Korea to observe 1995 as the “Year of Jubilee for Unification” and recommends that all WCC member churches and associate ecumenical councils and conferences join in prayer with the Korean churches by observing the Common Day of Prayer (WCC Central Committee, Central Committee Policy Statement on Peace and the Reunification of Korea, Moscow, USSR, July 1989). A similar resolution was also made by the World Reformed Church Federation General Assembly (WARC, 1989.08.26., References, pp.163-164), gathered in the same year. As a result, the joint prayer has become the ecumenical joint prayer of the churches of the North and South and the members of the WCC around the world, and the prayers are usually adopted each year by the churches of the North and South in advance. The joint prayer is an ecumenical effort of the churches in the North and South and churches around the world. The strong desire and determination of peace and reunification are condensed in the prayers. This joint prayer was lifted up at the first ecumenical prayer Sunday service on peace and reunification, Aug 14 1988 at Jung Dong Methodist Church in Seoul. God of glory, Lord of Resurrection, King of Peace, Thank you for blessing us for living in peace in the land of our ancestors today. Thank you for loving us so that we can live in a agape love with our wounded brothers. Thank you for giving us the courage to show gentleness to our neighbors who hate God. O God, for many years we have been trying to heal the wounds of war on this land. In this land where siblings killed each other and died, we are also trying to kiss each other in forgiveness and reconciliation. We seek the courage to face the evil selfishness of the criminals who instigated us to kill our own families. We hope to find the wisdom that will never bring pain to our loved ones again. We are trying to lift the cross of sacrifice so that peace from heaven can be achieved through peace in this land. We want to have the humility of Jesus, who could kneel before a hateful sibling and wash his feet. God, O Lord, Savior and Father, have mercy on us. We have not yet lived up to the will of God. Though we are created in the image of God, we do not realize the providence of creation. We are wandering along the road of being transformed into God's image. Teach us how to pray, O God, so that we may turn the tragedy that happened 70 years ago into hope. Before achieving peace and reunification in this land, please teach us a prayer that will give honor and gratitude to you, our Creator. Teach us prayers for consoling the dead so that we can forgive the murderers who spit upon and insulted them. As we pray to you, O God, help us to live according to the gospel you have given us. For peace, help our hearts to be poor. Let us grieve if we fail to achieve peace. Help us to live a gentle life for achieving peace. Let us thirst for the right actions that achieve peace. Let us be people of mercy who work for peace. Let us be people with clean hearts for peace. Let us not avoid the persecution for doing the right thing when making peace. God, let us become people who work for peace. We believe in God's promise that we will be children of God if we do so. All glory, praise, and worship to God the Father, the Son, and the Holy Spirit, now and forever. You died the death of the empires and religious authorities. Yet you were raised again to life! You know best the East Asian people torn also by empires and ideologies. You know full well the many people suffering under the empires in East Asia. May the true justice and freedom you proclaim be deeply rooted in our Asian cultures. May the churches here, although manifold and varied, be able to live out your gospel by being deeply rooted in the land and through love and suffering becoming the sign of hope. Heal the Korean peninsula with your gospel in its fullness of life. * Korean (Above) - English (Below) 7월 4주 특별선언 '민(民)의 한반도 평화협정 선언문' 1950년 발발한 한국전쟁은 수백만의 생명을 희생시켰고 한반도 산천을 폐허로 만들었다. 1953년의 정전협정은 끝내 평화협정으로 이어지지 못했고, 참혹한 재앙을 불러온 대결로 남북 간 장벽이 공고해졌으며, 이로 인해 남북, 북미 간 갈등과 군사적 대결이 증폭되어 왔다. 생명을 위협하는 소모적 갈등과 군사대결을 끝내기 위한 첫걸음은 한국전쟁 종전과 평화협정체결이다. 이는 시민의 안전을 보장하는 항구적 평화로 가는 길이며 동북아와 세계의 공존과 공영에 대해서도 희망의 빛을 던져줄 것이다. 이에 대한 확신으로 한국의 시민사회는 평화협정 체결을 촉구하는 캠페인을 한국과 미국을 비롯한 이웃 여러 나라들에서 벌여 왔고, 전 세계의 평화를 염원하는 시민들도 지지와 연대를 보내왔다. 이러한 노력은 끝나지 않은 냉전의 벽을 허물고 상생과 평화의 새 규범 위에 생명공동체의 새로운 지평을 열자는 요구이며 응답이다. 이에 우리는 한국전쟁의 종식과‘민의 한반도 평화협정’을 선언한다. 정치 군사적 이권에 연루된 이들이 기득권을 지키기 위해 평화를 향한 민중의 열망을 외면하기에 민이 스스로 바꾸어 내고자 하는 것이다. 전쟁 지속의 다른 이름인 ‘정전’체제의, 지난한 폭력과 수난의 세월을 끝내기 위해 마땅히 누려야 할 평화를 민이 선언하는 것이다. 한반도의 분단으로 이득을 취하려는 이들이 갖가지 구실로 분단의 영속화를 도모하기에, 민이 스스로 분단을 넘어 통일로 나아가려는 것이다. 이는 70년 동안 저마다 몸에 새겨진 상흔과 가슴에 고인 눈물과 대동평화 세상에 대한 갈망이 터뜨리는 함성이다. 전쟁 발발 70주년에 선언하는 민의 평화협정은 정전협정 체결 후 70주년이 되는 2023년 7월 27일 이전에 한국전쟁의 완전한 종식과 한반도와 동북아의 항구적인 평화 구축을 위한 법적 제도적 기반이 될 평화협정으로 거듭나야 한다. 관계국들은 지금 선언하는 ‘민의 평화협정’ 원칙과 내용을 반영하여 조속히 협상을 시작하기 바라며, 그 내용을 다음과 같이 밝힌다. 평화협정의 기본원칙 정전협정 서명 당사자와 교전 당사자인, 대한민국(한국), 조선민주주의인민공화국(조선), 중화인민공화국(중국), 그리고 미합중국(미국)은 한국전쟁의 완전한 종식과 한반도에서 항구적이고 지속가능한 평화를 구축하기 위하여 한반도 평화협정을 체결 한다. 협정 당사국들은 국제연합 헌장을 준수하고, 한반도 평화와 통일에 관한 기존 합의들을 존중하고, 남과 북의 평화와 통일을 위한 노력을 지지하고, 세계평화에 기여하며, 체결하는 평화협정을 성실하게 이행해야 한다. 한반도 평화협정은 남북, 북미 정상이 채택한 판문점선언과 평양공동선언, 싱가포르 공동성명에 따라, 당사국 간 관계 개선과 신뢰에 바탕을 두고 한반도 평화체제 구축과 완전한 비핵화를 동시적‧단계적으로 실현하는 과정을 포함하여 체결되어야 한다. 한반도 평화협정에 다음의 내용을 포함한다. 평화협정의 발효와 함께 한국전쟁을 완전히 종식한다. 한국과 조선은 ‘군사정전에 관한 협정’에 규정된 군사분계선을 경계선으로 하고, 정전협정에 규정되지 않은 경계선은 양 국이 합의하여 정한다. 한국과 조선은 기존 비무장지대를 평화생태지대로 전환한다. 당사국들 / 한국과 조선, 조선과 미국은 어떠한 경우에도 공격 위협을 가하지 않고 무력을 행사하지 않는다. 조선과 미국은 국교를 정상화하고, 비방, 압박, 제재를 중단한다. 당사국들은 각각 평화협정에 저촉되는 적대적 국내법을 개정하거나 폐기한다. 한국과 조선은 전면적인 정치·군사적 신뢰 조성을 위해 기존의 합의를 이행하고 이를 뒷받침할 상설 고위급회담을 운영한다. 한국과 조선은 상호 군비를 축소한다. 이를 위해 군사공동위원회를 운영한다. 조선은 핵무기를 폐기하고 한국과 미국은 핵우산을 폐기한다. 당사국들은 한반도에서 핵무기와 핵위협이 될 일체의 군사적, 기술적 조치를 금지한다. 평화협정의 발효와 함께 유엔사를 해체하고, 외국군은 단계적으로 철수한다. 이 평화협정을 이행하기 위한 한국조선 평화관리 공동위원회와 당사국조정위원회를 각각 구성하고 운영한다. 당사국들은 이 평화협정의 이행을 촉진할 국제평화감시단을 구성하고 운영한다. 한반도 평화체제는 민의 참여에 기반하여 추진되어야 한다. 우리는 이 선언의 실현을 위해 최선의 노력을 다할 것이다. 2020년 7월 24일 제안단체 한국기독교교회협의회 화해•통일위원회 The 1953 Armistice Agreement led not to a peace agreement. Thereafter, the disastrous confrontation settled into a consolidation of the barrier between the two Koreas, which has amplified conflicts and military confrontations between the two Koreas and between the Democratic People’s Republic of Korea (DPRK) and the United States of America (USA). Ending the Korean War and concluding a peace agreement must be the first step toward ending this conflict and the military confrontation which threatens life on the Korean Peninsula. This is the path to a permanent peace that guarantees the safety of the people. This will also shine a ray of hope on those dreaming of co-existence and the co-prosperity of Northeast Asia and the world. Assured of this, Korean civil society has campaigned not only in Korea but also in the United States of America and other neighboring countries to urge for the conclusion of a peace agreement. People around the world have also sent support and pledged solidarity with this struggle. These efforts constitute a response to the demands for breaking down the walls of the unending Cold War and opening a new horizon for a community of life based on the new standards of co-prosperity and peace. Therefore, we declare an end to the Korean War and proclaim a 'People's Korea Peace Agreement' (hereafter People’s Peace Agreement). As those connected to the political and military power centers turn a blind eye to the people's longing for peace, protecting their own vested interests, the people will seek transformation themselves. This is a declaration that the people deserve an end to the years of excessive violence and hardship, an end to the unending war now in the form of the Armistice System, and that the people deserve to enjoy peace. While those who want to benefit from the division of the Korean Peninsula attempt to perpetuate the division under various pretexts, the people themselves are trying to move beyond division to reunification. This is the amalgamation of the scars engraved upon our bodies for 70 years, the overflow of tears within our hearts, and it is the cry bursting out of a longing for a world of peace. The People's Peace Agreement, declared on the 70th anniversary of the outbreak of the war, should turn into an (official) peace agreement (hereafter: Peace Agreement) that shall be concluded by the contracting parties before July 27th, 2023, the 70th anniversary of the Armistice Agreement. This Peace Agreement will be a legal and institutional basis for the complete end to the Korean War and the establishment of lasting peace on the Korean Peninsula and throughout Northeast Asia. Now we urge the concerned countries to start negotiations as soon as possible, reflecting the following principles and contents of the People’s Peace Agreement: Basic Principles of the People's Korea Peace Agreement The signatory parties to the Armistice Agreement, the Republic of Korea (ROK), the Democratic People's Republic of Korea (DPRK), the People's Republic of China (China), and the United States of America (USA) sign the Peace Agreement on the Korean Peninsula to achieve a complete end to the Korean War and a permanent and sustainable peace on the Korean Peninsula. The contracting parties to the Peace Agreement should abide by the Charter of the United Nations, respect existing (inter-Korean) agreements on peace and reunification on the Korean Peninsula, support efforts for peace and reunification between the South and the North, contribute to world peace, and faithfully implement the contents of the Peace Agreement. The Peace Agreement should be signed in accordance with the Panmunjom Declaration, the Pyongyang Joint Declaration, and the Singapore Joint Statement adopted between the leaders of the two Koreas and between the DPRK and USA, and should include the process of simultaneously implementing a step-by-step realization of a peace regime and complete denuclearization on the Korean Peninsula based on improved relations and trust between the parties. The Peace Agreement on the Korean Peninsula includes the following: The contracting parties shall completely end the Korean War with the effectuation of the Peace Agreement. The military demarcation line stipulated in the ‘Armistice Agreement’ shall be the boundary line between the ROK and the DPRK, and the boundaries not stipulated in the Armistice Agreement shall be determined by agreement between the two Koreas. The ROK and the DPRK shall convert the existing Demilitarized Zone (DMZ) into a peaceful ecological zone. Between the parties to the Peace Agreement, there shall be no threat of attack or use of force under any circumstances; neither between the DPRK and the ROK, nor between the DPRK and the USA. The DPRK and the USA shall normalize diplomatic relations and stop slander, pressure, and sanctions. Each contracting party shall amend or repeal hostile domestic laws which are contrary to the Peace Agreement. The ROK and the DPRK shall implement the existing agreements and form and operate permanent high-level talks to support those agreements in order to create overall political and military trust. The ROK and the DPRK shall mutually reduce their military spending. To that end, they shall form and operate a joint inter-Korean military committee. The DPRK shall dismantle its nuclear weapons, and the ROK and the USA shall remove its nuclear umbrella from the Korean Peninsula. The contracting parties shall ban all military and technical actions that could pose a nuclear threat to the Korean Peninsula. At the time of the effectuation of the Peace Agreement, the UN Command shall be dismantled and foreign troops withdrawn in a step by step process. To implement the Peace Agreement, an Inter-Korean Joint Committee for Peace Management and a Coordination Committee for Contracting Parties shall be organized and operated respectively. The contracting parties shall organize and operate an International Peace Watch Group to facilitate the implementation of the Peace Agreement. A peace regime on the Korean Peninsula should be promoted based on the participation of the people. We will use every endeavor to realize this declaration. For I could wish that I myself were accursed and cut off from Christ for the sake of my own people, my kindred according to the flesh.” (Romans 9:2-3) O God of Peace, It has been 70 years since the tragedy of a fratricidal war divided our nation into two shards. As if our whole living body was cut in half, the division and the Korean War left an abundance of scars and pain for all the members of the nation, and for many that pain still throbs in their chest. Justice and peace were destroyed, while distrust, hatred, and hostility engulfed the Korean Peninsula. O God, who intervenes in history, We eagerly await the manifestation of your history. That the tears may be seen of so many of your children who still suffer and weep from division and war, that their sighs of grief may be heard, and that a new history of reconciliation and healing may arise in this land, we hope for God's holy intervention. I pray with the earnest heart of Paul, who confessed his anguish and his genuine hopes in Chapter 9 of his letter to the Romans. Please use us as instruments of your reconciliation and peace. Let us boldly shake off these 70 years of ideological conflicts, mutual distrust, hatred, and hostility created by those in power and the vested interests; and with reborn hearts of love, reconciliation, and service let us overcome the 'structural evil' of this division; and let us bravely advance the mission of opening up new day for the people. May this calling be answered with firm faith and without hesitation. Therefore, let the wave of genuine peace and reconciliation on the Korean Peninsula flow out over Northeast Asia and the rest of the world. And we are millions more friends and allies in the world who join us in this fervent prayer for peace in Korea. We realize that to have peace in the world, we must begin with the spirit within ourselves. Help us nurture peace and reverence for life. Let us proclaim our vision of a world without guns and fences, without the terrors of war that scorch our bodies and our homes. * Korean (Above) - English (Below) 7월 2주 증언 5 -박경서 회장, 대한 적십자사 남북 이산 가족 상봉과 대한 적십자사 우리는 지난 4월 27일을 남북 정상의 합의하에 이루어진 판문점 선언 2주년을 맞는 날이었음을 잘 기억하고 있습니다. 이 역사적인 선언은 한반도 평화 프로세스라는 거대한 계획으로 추진되고 있습니다. 대한적십자사는 말할 것도 없이 이 계획과 같이 움직이고 있습니다. 한반도에 전쟁과 핵이 없는 평화공존시대의 실현은 바로 150여년의 긴 역사를 갖고 있는 적십자 운동의 인도주의 철학과 일치하기 때문입니다. 이 선언의 후속 조치로 남과 북은 제21차 이산가족 상봉 프로그램을 2년 10개월 만에 금강산 해금강 호텔에서 남북 총 833명의 가족의 상봉으로 이루어졌습니다. 이 눈물로 범벅이 된 만남은 이 기간 중 5번의 남북 적십자회담을 성사시켰고 많은 합의를 했습니다. 2018년 8월 22이부터 28일까지 사이의 상봉은 다음을 기약하고 성공리에 마무리 되었습니다. 우리 모두의 바램과 달리 한반도 비핵화의 문제 유엔의 제재 등으로 남북의 모든 문제가 얼어 붓게 되었고 판문점 선언 2주년을 맞아 정부는 다시 재가동의 꿈을 내외에 선포하였습니다. 그래서 이산가족 상봉의 재개가 다시 실현되리라 확신하면서 이상봉의 그간의 발자취를 잠간 살펴보십시다. 남북 이산가족 문제는 분단 이후 현재까지, 한반도의 중요한 인도적인 현안입니다. 이산가족 교류의 특수성은 시간적인 제한성에 있습니다. 평화협력체계가 완전히 갖추어져 자연스레 이산가족 문제가 해결될 때까지 기다릴 수 있는 이산 1세대는 앞으로는 없을 것이기 때문입니다. 현재 북의 가족을 찾고자 신청하신 분들은 2020년 3월말 총 133,382명인데 이중 생존 51,837명에 불과합니다. 이처럼 이산가족1세대는 고령화와 사망률 증가가 특징인데 최근 몇 년간 사망자수를 보면 6년간 매년 평균 약 3,800명의 이산가족이 고인이 되었으며 누적사망자는 81,545명이며 80대 이상 비율이 65.6%에 달합니다. 처음으로 남북 이산가족 생사 확인이 이뤄진 때는 1957년 이었습니다. 대한적십자사는 1956년, ‘실향사민 실태조사’를 벌여 7,034명의 명단을 작성하였으며, 이를 국제적십자위원회를 통하여 이들의 생사확인을 요청하였고, 1957년 11월 북한적십자회는 이 중 337명의 생존자명단을 통보해왔습니다. 1970년대까지 이산가족문제 해결 과정에서의 성과는 남북 적십자 예비회담, 본회담 실무회의 개최(총 56회)를 통하여 5개항(주소·생사확인, 자유로운 방문· 상봉, 서신왕래, 재결합, 기타 인도적 해결 문제 등)의 남북회담 의제에 합의한 것입니다. 1980년대는 이산가족 해결을 위해 3차례 적십자본회담을 개최하는 등, 보다 진전된 모습을 보였습니다. 1985년 남북적십자회담 합의에 따라 남한에서 30가구 51명이, 북한에서 35가구 41명이 교환방문하는 이산가족 고향방문과 예술 공연단 교환방문이 성사되었습니다. 이후 1993년 이후에는 이인모를 북측에 송환시켜주고 이산가족상봉에 관한 북측의 성의를 촉구하기도 하였습니다. 또한 대북포용정책을 추진하고 이산가족문제 해결을 최우선 과제로 삼았습니다. 공식적인 해결책을 마련하기 위한 노력으로 2000년 6.15남북공동선언과 제1차 남북적십자회담합의에 따라 당국차원의 교류가 재개되어 2015년까지 20차례 대면상봉행사와 7차례의 화상상봉이 이뤄졌습니다. 21차까지의 대면상봉 인원은 남과 북을 모두 합쳐 20,604명(4,290가족)이며 화상상봉 인원은 3,748(557가족)명입니다. 적십자사의 이산가족상봉을 위한 노력은 국제적십자운동 차원에서도 꾸준히 이어져왔습니다. 1952년 토론토, 1957년 뉴델리의 제19차 적십자회의, 1965년 비엔나의 제20차 국제적십자회의에서는 이산가족 문제해결에 대해 결의한 바 있으며, 가장 최근에 열린 2019년 제33차 국제적십자회의에서도 국제적십자운동의 가족 찾기 활동(RFL ; Restoring Family Links) 행동강령에 따른 결의문 제4호를 채택하였습니다. 이산가족문제는 최근 주춤하고 있으나 크게 보면 분명 더 큰 해결을 위한 기다림의 시간입니다. 그간의 노력과 성과가 완결되지 못하고 사라지는 것이 아니라, 우리는 이산가족 교류가 가지는 문화적․민족적 의미를 새롭게 발굴해 나가면서 이를 지속적으로 계승해 나가야 합니다. 남과 북은 하나의 민족, 평화, 생명공동체입니다. 분단으로 인한 이산의 아픔을 한반도 평화구축의 원동력으로 발전시켜나가는 것이 오늘을 사는 우리 모두의 임무일 것입니다. 지금도 대한 적십자사는 주위의 여건이 허락되면 즉각 실천 할 수 있도록 만반의 준비를 하고 있습니다. 대면 상봉 화상상봉 고향방문단 등등을 위한 모든 준비는 100% 완료된 상태입니다. 하루속히 상봉이 이루어 질 수 있기를 간절히 바랍니다. Witness 5 -Dr Kyung-seo Park, President of Korea Red Cross The Korean Red Cross Facilitating Inter-Korean Family Reunions 27 April, 2020 marks the 2nd anniversary of the 2018 Panmunjom Declaration for Peace, Prosperity, and Reunification of the Korean Peninsula. The two sides of Korea agreed to resolve the humanitarian issues and to convene the inter-Korean Red Cross Meeting, including the reunion of separated families and relatives. Following the Panmunjom Declaration, the two Koreas held the inter-Korean Red Cross talks on 22 June 2018 at Mount Kumgang in order to organize the reunion of separated families and relatives. Following this, a reunion of 833 separated family members was held in August 2018 in the North’s scenic Mount Kumgang resort. It was the first such meeting since inter-Korean relations worsened in 2015. Contrary to our wishes, the inter-Korean relations have been stalled due to the issue of denuclearization and the US-led economic sanctions against North Korea. On the occasion of the 2nd anniversary of the historic Panmunjom Summit, the government of the Republic of Korea is seeking the most realistic and practical ways for North-South cooperation. In this regard, we hope that the reunion of separated families may be able to resume as soon as possible. The issue of separated families in North and South Korea has been the most prominent humanitarian issue on the Korean Peninsula since the division. But time is running out for the divided families. The average age of South Korean divided family members is 80 years old. More than 65.6 percent of the 133,382 applicants who applied to the Red Cross for family reunions have already passed away. Only 51,837 elderly people are still alive. In 1956, the Korean Red Cross conducted a survey on the separated families and made a list of 7,034 separated people. The Korean Red Cross requested a confirmation of who was still alive, in North Korea, through the International Committee of the Red Cross. The North Korean Red Cross reported a list of 337 survivors in 1957. Until the 1970s, the key achievement in the process of reuniting separated family members were the fifty-six preliminary meetings of the North-South Red Cross. The six essential activities were exchanges of address, life and death verifications, visits, reunions, exchanges of correspondence, reunification, and other humanitarian cooperation. In the 1980s, a significant progress was made in the reunion of separated families by the three meetings of the North-South Red Cross. In 1985, in accordance with the agreement between the North and South Korean Red Cross, 51 families from South Korea and 41 families from North Korea visited their hometowns, accompanied by art performance groups. After the repatriation of Lee In-Mo to North Korea in 1993, the Korean Red Cross has continued to urge the resumption of the reunion of separated families. In addition, the Korean Red Cross has embraced the policy of engagement with North Korea to promote the reunion of separated families as a top priority. The government-level exchange between the North and the South resumed in 2000, following the 15 June North-South Joint Declaration. In the context of the first inter-Korean Red Cross Conference, twenty face-to-face reunions, and seven virtual video reunions were held up from 2000 to 2015. The total number of people involved in the face-to-face reunions is 20,604 (4,290 families), and 3,748 (557 families) in the video reunion. The efforts of the Korean Red Cross to reunite separated families and relatives have continued on the international level by the International Red Cross by adopting resolutions on separated families in Toronto in 1952, the 19th Red Cross Conference in New Delhi in 1957, the 20th International Red Cross Conference in Vienna in 1965, and the 33rd International Red Cross Conference in Geneva in 2019. The reunions of separated families have been slowing down recently, but it is a time of waiting for a bigger step in the process of peace on the Korean Peninsula. We will continue to work for the reunion of separated families and to discover the cultural and historical meanings of the exchange of separated families. The South and the North are one nation. It is the mission for all of us today to transform the pain of separation into the driving force of peacebuilding on the Korean Peninsula. Even today, the Korean Red Cross is working in every possible way for the separated families to meet their family members as soon as possible. There is still an open wound from the division in this land. Once we were One, but we have been divided, And for decades we have lived blaming and hating each other. Ideology has created physical boundaries on this land, And it created an irreconcilable gap in the hearts of people. We are eaten up by the conflicts and divisions of this land, As those clinging to authority and power still survive, Thus blocking the path to peace. The tension on this Korean Peninsula rarely abates, And becomes a burdensome yoke the people of this land must bear. May the open wounds of division be healed, O God. Draw down the mutual blame and hatred, Let the seed of peace and co-existence be planted here. As for the boundaries drawn by men, Tear them down with your love.
