- * Korean (Above) - English (Below) 7월 2주 증언 5 -박경서 회장, 대한 적십자사 남북 이산 가족 상봉과 대한 적십자사 우리는 지난 4월 27일을 남북 정상의 합의하에 이루어진 판문점 선언 2주년을 맞는 날이었음을 잘 기억하고 있습니다. 이 역사적인 선언은 한반도 평화 프로세스라는 거대한 계획으로 추진되고 있습니다. 대한적십자사는 말할 것도 없이 이 계획과 같이 움직이고 있습니다. 한반도에 전쟁과 핵이 없는 평화공존시대의 실현은 바로 150여년의 긴 역사를 갖고 있는 적십자 운동의 인도주의 철학과 일치하기 때문입니다. 이 선언의 후속 조치로 남과 북은 제21차 이산가족 상봉 프로그램을 2년 10개월 만에 금강산 해금강 호텔에서 남북 총 833명의 가족의 상봉으로 이루어졌습니다. 이 눈물로 범벅이 된 만남은 이 기간 중 5번의 남북 적십자회담을 성사시켰고 많은 합의를 했습니다. 2018년 8월 22이부터 28일까지 사이의 상봉은 다음을 기약하고 성공리에 마무리 되었습니다. 우리 모두의 바램과 달리 한반도 비핵화의 문제 유엔의 제재 등으로 남북의 모든 문제가 얼어 붓게 되었고 판문점 선언 2주년을 맞아 정부는 다시 재가동의 꿈을 내외에 선포하였습니다. 그래서 이산가족 상봉의 재개가 다시 실현되리라 확신하면서 이상봉의 그간의 발자취를 잠간 살펴보십시다. 남북 이산가족 문제는 분단 이후 현재까지, 한반도의 중요한 인도적인 현안입니다. 이산가족 교류의 특수성은 시간적인 제한성에 있습니다. 평화협력체계가 완전히 갖추어져 자연스레 이산가족 문제가 해결될 때까지 기다릴 수 있는 이산 1세대는 앞으로는 없을 것이기 때문입니다. 현재 북의 가족을 찾고자 신청하신 분들은 2020년 3월말 총 133,382명인데 이중 생존 51,837명에 불과합니다. 이처럼 이산가족1세대는 고령화와 사망률 증가가 특징인데 최근 몇 년간 사망자수를 보면 6년간 매년 평균 약 3,800명의 이산가족이 고인이 되었으며 누적사망자는 81,545명이며 80대 이상 비율이 65.6%에 달합니다. 처음으로 남북 이산가족 생사 확인이 이뤄진 때는 1957년 이었습니다. 대한적십자사는 1956년, ‘실향사민 실태조사’를 벌여 7,034명의 명단을 작성하였으며, 이를 국제적십자위원회를 통하여 이들의 생사확인을 요청하였고, 1957년 11월 북한적십자회는 이 중 337명의 생존자명단을 통보해왔습니다. 1970년대까지 이산가족문제 해결 과정에서의 성과는 남북 적십자 예비회담, 본회담 실무회의 개최(총 56회)를 통하여 5개항(주소·생사확인, 자유로운 방문· 상봉, 서신왕래, 재결합, 기타 인도적 해결 문제 등)의 남북회담 의제에 합의한 것입니다. 1980년대는 이산가족 해결을 위해 3차례 적십자본회담을 개최하는 등, 보다 진전된 모습을 보였습니다. 1985년 남북적십자회담 합의에 따라 남한에서 30가구 51명이, 북한에서 35가구 41명이 교환방문하는 이산가족 고향방문과 예술 공연단 교환방문이 성사되었습니다. 이후 1993년 이후에는 이인모를 북측에 송환시켜주고 이산가족상봉에 관한 북측의 성의를 촉구하기도 하였습니다. 또한 대북포용정책을 추진하고 이산가족문제 해결을 최우선 과제로 삼았습니다. 공식적인 해결책을 마련하기 위한 노력으로 2000년 6.15남북공동선언과 제1차 남북적십자회담합의에 따라 당국차원의 교류가 재개되어 2015년까지 20차례 대면상봉행사와 7차례의 화상상봉이 이뤄졌습니다. 21차까지의 대면상봉 인원은 남과 북을 모두 합쳐 20,604명(4,290가족)이며 화상상봉 인원은 3,748(557가족)명입니다. 적십자사의 이산가족상봉을 위한 노력은 국제적십자운동 차원에서도 꾸준히 이어져왔습니다. 1952년 토론토, 1957년 뉴델리의 제19차 적십자회의, 1965년 비엔나의 제20차 국제적십자회의에서는 이산가족 문제해결에 대해 결의한 바 있으며, 가장 최근에 열린 2019년 제33차 국제적십자회의에서도 국제적십자운동의 가족 찾기 활동(RFL ; Restoring Family Links) 행동강령에 따른 결의문 제4호를 채택하였습니다. 이산가족문제는 최근 주춤하고 있으나 크게 보면 분명 더 큰 해결을 위한 기다림의 시간입니다. 그간의 노력과 성과가 완결되지 못하고 사라지는 것이 아니라, 우리는 이산가족 교류가 가지는 문화적․민족적 의미를 새롭게 발굴해 나가면서 이를 지속적으로 계승해 나가야 합니다. 남과 북은 하나의 민족, 평화, 생명공동체입니다. 분단으로 인한 이산의 아픔을 한반도 평화구축의 원동력으로 발전시켜나가는 것이 오늘을 사는 우리 모두의 임무일 것입니다. 지금도 대한 적십자사는 주위의 여건이 허락되면 즉각 실천 할 수 있도록 만반의 준비를 하고 있습니다. 대면 상봉 화상상봉 고향방문단 등등을 위한 모든 준비는 100% 완료된 상태입니다. 하루속히 상봉이 이루어 질 수 있기를 간절히 바랍니다. Witness 5 -Dr Kyung-seo Park, President of Korea Red Cross The Korean Red Cross Facilitating Inter-Korean Family Reunions 27 April, 2020 marks the 2nd anniversary of the 2018 Panmunjom Declaration for Peace, Prosperity, and Reunification of the Korean Peninsula. The two sides of Korea agreed to resolve the humanitarian issues and to convene the inter-Korean Red Cross Meeting, including the reunion of separated families and relatives. Following the Panmunjom Declaration, the two Koreas held the inter-Korean Red Cross talks on 22 June 2018 at Mount Kumgang in order to organize the reunion of separated families and relatives. Following this, a reunion of 833 separated family members was held in August 2018 in the North’s scenic Mount Kumgang resort. It was the first such meeting since inter-Korean relations worsened in 2015. Contrary to our wishes, the inter-Korean relations have been stalled due to the issue of denuclearization and the US-led economic sanctions against North Korea. On the occasion of the 2nd anniversary of the historic Panmunjom Summit, the government of the Republic of Korea is seeking the most realistic and practical ways for North-South cooperation. In this regard, we hope that the reunion of separated families may be able to resume as soon as possible. The issue of separated families in North and South Korea has been the most prominent humanitarian issue on the Korean Peninsula since the division. But time is running out for the divided families. The average age of South Korean divided family members is 80 years old. More than 65.6 percent of the 133,382 applicants who applied to the Red Cross for family reunions have already passed away. Only 51,837 elderly people are still alive. In 1956, the Korean Red Cross conducted a survey on the separated families and made a list of 7,034 separated people. The Korean Red Cross requested a confirmation of who was still alive, in North Korea, through the International Committee of the Red Cross. The North Korean Red Cross reported a list of 337 survivors in 1957. Until the 1970s, the key achievement in the process of reuniting separated family members were the fifty-six preliminary meetings of the North-South Red Cross. The six essential activities were exchanges of address, life and death verifications, visits, reunions, exchanges of correspondence, reunification, and other humanitarian cooperation. In the 1980s, a significant progress was made in the reunion of separated families by the three meetings of the North-South Red Cross. In 1985, in accordance with the agreement between the North and South Korean Red Cross, 51 families from South Korea and 41 families from North Korea visited their hometowns, accompanied by art performance groups. After the repatriation of Lee In-Mo to North Korea in 1993, the Korean Red Cross has continued to urge the resumption of the reunion of separated families. In addition, the Korean Red Cross has embraced the policy of engagement with North Korea to promote the reunion of separated families as a top priority. The government-level exchange between the North and the South resumed in 2000, following the 15 June North-South Joint Declaration. In the context of the first inter-Korean Red Cross Conference, twenty face-to-face reunions, and seven virtual video reunions were held up from 2000 to 2015. The total number of people involved in the face-to-face reunions is 20,604 (4,290 families), and 3,748 (557 families) in the video reunion. The efforts of the Korean Red Cross to reunite separated families and relatives have continued on the international level by the International Red Cross by adopting resolutions on separated families in Toronto in 1952, the 19th Red Cross Conference in New Delhi in 1957, the 20th International Red Cross Conference in Vienna in 1965, and the 33rd International Red Cross Conference in Geneva in 2019. The reunions of separated families have been slowing down recently, but it is a time of waiting for a bigger step in the process of peace on the Korean Peninsula. We will continue to work for the reunion of separated families and to discover the cultural and historical meanings of the exchange of separated families. The South and the North are one nation. It is the mission for all of us today to transform the pain of separation into the driving force of peacebuilding on the Korean Peninsula. Even today, the Korean Red Cross is working in every possible way for the separated families to meet their family members as soon as possible. All preparations for face-to-face and virtual reunions are ready. I sincerely hope to resume reunions of separated families again as soon as possible. You have walked with your people from the moment that first we walked on the earth. You heard our cry when we were oppressed, gave us strength and courage when doubt and despair threatened. The earth has been divided and brought to destruction by human fear, greed and the lust for power. We, your people, turn to you knowing that only in you can we flourish and grow. Where division has given rise to distrust, build bridges of understanding. Where greed pollutes and threatens life, open hearts to share and build in partnership. God of the present moment, your love does not stop at borders. Your grace is given freely to those who are willing to hear and to trust. The people of Korea have lived too long divided and fearful for the future. Grant them the courage to believe that their cry has been heard. There is still an open wound from the division in this land. Once we were One, but we have been divided, And for decades we have lived blaming and hating each other. Ideology has created physical boundaries on this land, And it created an irreconcilable gap in the hearts of people. We are eaten up by the conflicts and divisions of this land, As those clinging to authority and power still survive, Thus blocking the path to peace. The tension on this Korean Peninsula rarely abates, And becomes a burdensome yoke the people of this land must bear. May the open wounds of division be healed, O God. Draw down the mutual blame and hatred, Let the seed of peace and co-existence be planted here. As for the boundaries drawn by men, Tear them down with your love. As for the Korean Church, Whatever can be done for peace on the Korean Peninsula, Pray and consider this, And by the power of the Holy Spirit, put it into practice. Just as you promised our foreparents, you will not forsake any of us despite challenging circumstances of want and conflict. You promise through Jesus Christ that all your people will have life and life abundant. Facing the 93rd anniversary of the 1919 Independence Movement, we remember our ancestors, who believed in the God of the Exodus and courageously rose up toward a future of life. With the sincere faith of conscience, and the hope of a joyful life for future generations, they declared this nation's right to life, freedom and independence, and they prayed for true peace in Northeast Asia and the world. But now at the start of the 21st century we witness, with worried and fearful hearts, that this beautiful peninsula is covered by the dark cloud of nuclear weapons and power plants. In this land where Rachel's lamenting over historical pains has not ceased, and where the scars of suffering and wrongful death have not healed, once again we see the shadow of death hanging over us. On the current world historical stage, North Korea has chosen nuclear weapons and South Korea has clung to nuclear energy. The Korean peninsula and Northeast Asia have become the world's most dangerous nuclear minefield, surrounded by nuclear weapons and nuclear power plants. O God, hear our prayers of lament and repentance! We lament the foolishness of humanity, which despite the experience of two world wars in the 20th century, is still caught in the vicious cycle of increasing wars and weaponry. We repent that human greed and selfishness has led us to pour astronomical amounts of money and resources into the arms race, even as countless children are starving to death in our global village. Awaken us to realize that our true security lies not in nuclear weapons but in trusting you and respecting our neighbors. O God, who watches the empires rise and fall! Grant wisdom to our governments and corporations, that they may turn away from their worship of the idol of unlimited economic growth, which makes the strong prey on the weak. May they instead choose the way of cosmic truth: the life of conviviality with all living beings, humans and nature. As we confess and repent of our sins of greed and consumerism in pursuit of nuclear power, grant us humble hearts and simple lives. Awaken us to know that true wealth is found not in the accumulation of material goods but in a creative, sharing life. May we learn that nuclear weapons and nuclear energy are not compatible with peace. Lead us to be free from nuclear preoccupation. Awaken us to know that our true strength is not in nuclear power but in love and justice. O God, hear our prayers! Grant us the courage to go through the narrow gate that leads to life, not the wide gate that leads to destruction (Mt 7:13-14). May we leave to our children not a painful and terrible heritage, but a life that uses natural energy from your created sun, wind and water. O God, lead us Korean Christians not to export nuclear power plants, an act that is contrary to your command of justice and love, but to live as your apostles of peace, teaching your life and peace. I hope now the North and the South become one. God, I ask you to forgive us our sins of dividing this land that you made one. May we become one Korean nation as brothers and sisters! We pray that the leaders of the two Koreas repent for their past division and hostility, and hope that substantial peace will be achieved through civilian exchanges and humanitarian consultations. Through the prayers of Christians in Korea and around the world, let us see a new opportunity for peace. On the 70th anniversary of the division and war between the two Koreas, the South and the North are praying for harmony. Let the Christians of many peoples and nations take counsel together. The foundations for this catastrophic conflict were laid by the post-World War II division of the Korean Peninsula by the United States of America and the Soviet Union, which – in a bitterly cruel turn of events – followed almost immediately the liberation of Korean people from 36 years of Japanese imperial domination. The division into North and South became entrenched during the ensuing Cold War, which provided the context and impulses for the war that began on 25 June 1950, and of which the Korean people were overwhelmingly the victims. After three years of appallingly destructive conflict, an Armistice Agreement was signed on 27 July 1953, establishing a ceasefire and creating a Demilitarized Zone separating North and South Korea. However, no peace treaty was ever concluded, and so the parties remain, technically, at war up to the present date. On this sombre 70th anniversary occasion, we, as churches and councils of churches from countries that played a role in the division and conflict on the Korean Peninsula, join in calling for: An immediate formal declaration of the end of the Korean War; and Swift steps towards the adoption of a peace treaty to replace the 1953 Armistice Agreement, as a starting point for further progress towards the realization of a permanent peace regime on the Korean Peninsula. Seven decades after this war began, it is time to acknowledge that it ended long ago. New challenges to peace and stability in the region have arisen in the meantime, but we do not believe that the resolution of those challenges will be facilitated by keeping that 70-year-old conflict open. On the contrary, we believe that the conditions for pragmatic dialogue and negotiation on current realities on the Peninsula could be greatly enhanced by recognizing the end of the war. We expect that this long overdue recognition of historical reality, and a peace treaty to document it, would be a pivotal contribution to reducing tensions and hostility in the region, and to restoring a conducive environment for resumption of the stalled process of the Panmunjom and Singapore summit outcomes. To further restore that environment, we also call for: Suspension and cancellation of any further military exercises in the region; Resumption of dialogue between the Republic of Korea and the DPRK, and between the USA and the DPRK, with the encouragement and support of other states who were involved in the Korean War; and The normalization of diplomatic relations between the DPRK and the USA. We appeal for the fulfilment of the letter and spirit of all the agreements that had given so much hope of progress towards peace on the Korean Peninsula – in particular the Panmunjom Declaration of April 2018, the Pyongyang Joint Declaration of September 2018, and the Singapore Joint Statement of June 2018. We pray for the realization of the vision of the Korean Peninsula as a nuclear-free zone, and a world completely free from the threat of nuclear weapons. The history of the Korean War has taught us that the reunification of Korea cannot be pursued by armed force and coercive means, given the tragic consequences of that conflict. It can only be achieved by peaceful means, through dialogue and cooperation. We pray that through dialogue and cooperation the long-divided Korean people may heal the wounds of division and conflict, find again their common identity and shared future, and provide leadership and inspiration for peace in the north-east Asian region and throughout the world. Due to the COVID-19 pandemic, we have lost our sense of security, our joy, and our hope. The pandemics spread deadly viruses of the body, of the mind, and of the soul, O Lord, remind us of your abundant grace and the assurance of your ever-abiding presence comforting and healing our broken hearts and bodies. Next week June, 25 is the 70th anniversary of the outbreak of the Korean War. The seven decades of unresolved trauma and division of the Korean people is still in us now. Some people forgot it, but the unresolved war should not be forgotten. Its pain and trauma are continuing to Korean people and diaspora across the world. We jointly pray to you for this tragic war not to forget so that we can courageously work together for the reconciliation and peace on Korean peninsula. We vigilantly ask you to have peace on Korean peninsula as last week the Liaison Office in Kaesung was blown up by the North Korea to show up their dissatisfaction with South Korea and the U.S. O Lord give us your strength and wisdom to do this peace work until we see the Armistice and Peace treaty. Today we see the serious racism issue in the world, especially in the U.S. O Lord infuse us with your power that our commitment to eliminate racism be renewed. Lead us into your prophetic work so that our works can be achieved with your love, your mercy, and your justice for this generation and the generations to come. Emmanuel God, we humbly ask in the words of Reverend Dr. Martin Luther King Jr. that “Darkness cannot drive out darkness, only light can do that. - * Korean (Above) - English (Below) 6월 3주2020 민족화해주간(National Reconciliation Week) 증언 1 정인철(Jeong, In Cheol), 미 1기병사단 수색대원 ‘전쟁, 평화 그리고 우리의 미래’ <나를 구해주고 전사한 헨리 대위를 밀치고 후퇴를 거듭> 저는 20대 초반의 나이로 6.25에 참전하였고 충북 옥천 지역 미 1기병사단의 수색 중대 2소대 1분대에 편입되었습니다. 각 소대에 60mm 박격포 1문, 각 분대에 경기관총 1문식이 배정되었습니다. 저는 무기 사용법을 몰라 미군 헨리대위로부터 실탄장전 및 사격요령을 교육받았습니다. 충북 옥천에서는 전투가 없었고, 충북 영동 황간, 선산, 구미에서 간헐적 전투가 있었습니다. 결국 우리는 더 이상 물러설 수 없는 왜관까지 후퇴를 했습니다. 왜관 북쪽 303고지에 인민군 1개 사단이 계곡마다 잠복해 있다고 했고, 우리 수색중대가 고지정상을 점령하면 미 기병사단이 밑에서 올라가서 인민군을 전멸시킨다는 작전을 계획했습니다. 1950년 8월 16일 오후 5시경 우리는 일주일 분의 식량과 물, 실탄을 가지고 포복으로 산을 기어 올라가 새벽 4시경 303고지의 약 50m까지 접근했습니다. 하지만 고지에는 적이 이미 포진해 있어서 우리는 적에게 완전히 포위되었습니다. 1개 중대 병력으로 고지를 뺏고 빼앗기기를 반복하며 우리는 일주일 분의 실탄을 모두 소진하였습니다. 결국 북한군과 백병전이 벌어졌고 우리는 역부족으로 산 아래로 급히 후퇴하게 되었습니다. 이 과정에서 저는 가파른 계곡에 떨어지게 되었고 마침 헨리대위가 손을 내밀어 저를 구했지만 불행히도 헨리대위는 저격병의 총에 맞아 즉사했습니다. 그 당시 저는 그를 업고 후퇴할 수 없었고, 그로 인한 죄책감과 비참함을 한 평생 아픈 기억으로 간직하게 되었습니다. 절대로 잊을 수 없는 8월 17일, 저는 저를 자신의 생명으로 구해주었던 헨리대위에게 늘 미안한 마음을 갖고 하루하루를 살고 있습니다. <전쟁의 참상과 교훈> 우리는 3년 1개월 간의 6.25 전쟁으로 약 3백만 명에 달하는 인명손실과 막대한 재산상의 손해를 입었습니다. 나약하기 그지없던 대한민국은 전쟁이라는 회오리바람 앞에서 금방이라도 꺼져 버릴 듯 가냘픈 모습이었습니다. 그 당시에는 모두가 부모, 형제를 두고 자신의 입신에 대한 꿈들을 접고 참전해야 했습니다. 하나뿐인 자신의 몸과 생명을 바쳐서 적의 총탄에 맞서 싸워야 했습니다. 제가 서술한 전쟁의 한 단편은 저 보다 더 끔찍한 전쟁의 기억을 갖고 살아가는 사람들에 비하면 아무것도 아닐 것입니다. 하지만 오랜 시간이 흘러도 저는 전쟁의 기억으로부터 자유롭게 살 수 없었습니다. 제가 겪은 전쟁의 참상과 현실은 실로 끔찍했습니다. 매일 매일 벌어지는 전투에서 총알받이로 전사하는 전우들의 시체를 방패삼아 목숨을 연명하는 일상이 그야말로 지옥과 같았습니다. 저 건너편 내게 총부리를 겨누고 있는 적군 또한 나와 같이 자신의 가족을 지키기 위해 전장에 내몰린 그저 하나의 생명이겠지 하는 생각을 가지면서도 나 또한 총부리를 겨눌 수밖에 없었습니다. 나를 살리기 위해 적군의 총을 맞은 나의 전우이자 은인인 헨리 대위를 전장에 버려두고 도망칠 수밖에 없었습니다. 이념 수호를 위한 전쟁, 힘의 논리를 펴기 위한 전쟁? 신이 주신 선물과 같은 생명을 인위적, 물리적으로 파괴하는 전쟁은 그 어떠한 명분으로도 정당화 될 수 없다고 생각합니다. 혹자는 평화를 지키기 위해 힘을 길러 전쟁을 준비해야 한다고 합니다. 하지만 전쟁의 참상을 최전선에서 겪어본 제게 이러한 말은 그야말로 실상을 모르는 자의 헛소리에 그치지 않습니다. 무력으로 평화를 지킨다는 것은 또 다른 무력의 충돌을 양산할 뿐입니다. 진정한 평화를 지키기 위해서는 유혈사태로 분쟁을 해결하려던 역사의 과오를 바로 알아 배우고, 이렇게 어리석은 역사를 반복하지 않도록 다음 세대에게 지난 과오를 가르쳐야 합니다. 마지막으로 역사를 잊은 민족에게 미래가 없다는 신채호 선생의 글귀를 적고 싶습니다. 우리는 우리의 자손들에게 뼈아픈 과거의 역사를 가르치고 보다 평화로운 미래를 건설할 수 있도록 해야 할 것입니다. 2020 National Reconciliation Week - Testimony 1. Jeong, In Cheol, United States 1st Cavalry Division Search Team ‘War, Peace, and Our Future’ I participated in the Korean War when I was in my early 20s and was transferred to the 1st reconnaissance squadron of the 2nd platoon of the 1st Cavalry Division in the Okcheon region of Chungbuk. Each platoon was assigned one 60mm mortar and each squadron one light machine gun. I didn't know how to use weapons, so I was trained in live ammunition and shooting by Captain Henry. At that time there were no battles in Okcheon, Chungbuk and only intermittent battles in Hwanggan, Seonsan, and Gumi in the Yeongdong area of Chungbuk. Eventually, we retreated to Waegwan where we could fall back no further. At Waegwan around Hill 303 there was a division of the North Korean People’s Army hiding in every valley, so we made a plan that our search squadron would occupy the top of the hill, and the U.S. Cavalry Division will go up from below and annihilate the People's Army. Around 5 p.m. on August 16th, 1950, we crawled up the mountain with a week's worth of food, water, and live ammunition and approached the 50 meter mark at Hill 303 around 4 a.m. However, that hill already had enemies lined up all around it, so we were completely surrounded. With just one company of troops we had exhausted a week's worth of live ammunition by repeatedly loosing and then taking back that hill. In the end, the North Korean army fought with the bayonet troops, and we were forced to retreat down the mountain due to our inadequate forces. In the process, I fell into a steep ravine, and Captain Henry reached out to saved me, but unfortunately Captain Henry was shot and killed instantly by a sniper. At that time, I could not retreat carrying him on my back, and I kept the guilt and misery as a result of it as a painful memory for my entire life. I will never forget August 17, and I will always feel a sorrow for Captain Henry, who saved me while giving up his own life. We lost about 3 million lives and an enormous amount of property during the three-year and one-month Korean War. The Republic of Korea, which was so weak, looked thin as if it would disappear in the face of the whirlwind of war. At that time, everyone had to give up their dreams, their parents, and their brothers to become a member of the military. You had to sacrifice the only body of your life to fight and stand against the enemy's bullets. The one short story that I have described is still nothing compared to some of the people who lived with even more horrible memories of war than mine. Nonetheless, even after a long time, I cannot live free from the memory of the war. The horrors and realities of the war I went through were truly terrible. The daily life of defending the bodies of fellow soldiers killed by bullets in battles day after day was like hell. The enemy soldier across the street who was pointing his muzzle at me was also forced onto the battlefield to protect his family thinking he only had one life just like me, so I was also there pointing my muzzle at him. The one who was shot by the enemy to save me, Captain Henry, my fellow soldier and savior, I had no choice but to leave him on the battlefield and run away. A war for protecting ideologies? A war for spreading the logic of power? I do not think a war where humans are the ones physically destroying life, which is a gift from God, can be justified by any cause. Some say that we need to build up our strength and prepare for war to keep the peace. But to me, who has experienced the horrors of war at the front line, these words are more than just nonsense spoken by a person ignorant to reality. Keeping peace through force will only produce another conflict of force. In order to keep true peace, we need to learn the history of our attempts to resolve the conflict through bloodshed and teach the next generation our past mistakes so that we do not repeat such a foolish history. Lastly, I would like to write down the words of historian Shin Chae-ho, who said that there is no future for the people who have forgotten history. TV와 라디오에서는 사스-코로나바이러스-2 확산으로 인류의 건강과 경제에 치명적인 결과가 나타나고 있다는 소식이 연일 들려옵니다. 전염병 위기 속에서 우리는 다른 긴급한 필요에 대해 잘 잊어버리고 있는 듯 합니다. 그 중 하나가 한반도 평화를 향한 외침입니다. 1950년 6월 25일, 한국 전쟁이 발발했고 70년 넘도록 한국 사람들은 여전히 공식적인 종전을 기다리고 있습니다. 정전 협정만 있고, 평화 협정은 체결되지 않았습니다. 상대편에 대한 방어를 구실로 수많은 돈이 무기 구매에 사용되고 있습니다. 미국은 한반도에 핵무기들을 전개했고, 북한은 핵무장으로 대응했습니다. 군사화는 환경에 악영향을 줄 뿐만 아니라, 사람들의 감정과 태도에도 독이 됩니다. 평화는 지금 당장 이루어져야 합니다. 우리는 코로나 바이러스만이 아니라 큰 위기를 마주하고 있습니다. 우리의 개인적 삶과 속한 국가, 그리고 국제 관계 속에서 우선 순위를 다시 생각해야 할 때입니다. 코로나 바이러스로 멈춤 버튼은 눌러졌고, 예수 그리스도의 제자로서 우리는 이전에 정상이었던 상태로 돌아가는 것을 지향하지 않습니다. 남한이 서명도 하지 않은 정전협정이 체결된 지 67년이 되었습니다. 이것은 바람직한 정상 상황이 아닙니다. 많은 정치적 의사 결정권자들은 무장을 증가시키는 것이 유화정책이라고 믿게 하고 싶겠지만, 우리는 한반도가 일촉즉발의 상황임을 알고 있습니다. 북한에 대한 더 강력한 제재는 평범한 사람들에게 더 큰 피해를 일으킵니다. 예를 들어, 제재로 인해 건강 위기에 긴급하게 필요한 의약용품 수입이 지연되고 있습니다. 지금까지 제재는 평화를 위한 어떠한 변화도 이끌어내지 못했고, 북한 사람들에 대한 인권 침해를 줄이는 데에도 기여하지 못했습니다. 한국기독교교회협의회, 세계교회협의회, 세계감리교협의회는 한반도의 더 나은 미래를 위해 함께 기도하며 일하고 있습니다. 지금이 바로 평화를 위한 때입니다. 평화는 평화로운 단계를 통해서만 이루어질 수 있습니다. 이 단계에는 제재 중단과 개방이 포함되며, 이를 통해 한반도 사람들은 분단과 고통을 극복할 과정을 만들어낼 수 있습니다. 전 주한 미대사 제임스 레이니 목사는 2019년 11월 21일, 조지아주 애틀랜타에서 ‘2019 세계감리교 평화상’을 수상하며 한반도 평화를 위한 평생의 노력에서 그가 배운 세 가지를 이야기했습니다. “상대를 악마로 규정짓는 한 평화는 이루어질 수 없다. 오직 서로 얼굴을 마주보는 대화만이 평화를 가져올 수 있다. 우리는 한 단계 한 단계씩 평화를 향해 나아가야 한다.” 그리고 그는 “평화는 모든 인류 번영의 토대이다. 현대 전쟁은 생명의 종말을 의미한다. 생명의 범주에서 하나님의 평화와 정의를 위한 도구가 되겠다고 우리 모두 서로에게 약속하자.”라고 덧붙였습니다. 지금 우리는 더 나은 세계를 위해 기도합니다. 지금 우리는 정의로운 평화를 위해 일합니다. 우리는 코로나로부터 배웠습니다. 오직 하나의 지구와 하나의 인류가 존재합니다. 때문에 우리는 서로를 돌보아야 하고, 치유와 화해를 위해 일해야 하며, 삶의 경제를 발전시켜야 합니다. 2020 National Reconciliation Week - Solidarity Message Bishop Rosemarie Wenner, Geneva Secretary of the World Methodist Council - Peace on the Korean Peninsula NOW! “We pray – Peace now – End the War!” This is the motto for the “Light of Peace” Prayer Campaign for the Korean Peninsula. “Peace now!” Now we are caught in the global Corona pandemic. The airtime in TV and Radio is occupied by news related to the spread of the SARS-Cov-2 virus with many bad consequences for health and wealth of humankind. In this crisis we tend to forget other urgent needs. One of them is the call for peace for the Korean Peninsula. June 25, 1950 the Korean War started. 70 years later Korean people are still waiting for an official end of the war. There is no peace treaty, just an armistice. Lots of money has been spent for weapons pretending protection against the other side; US-American nuclear weapons are constantly displayed in South Korea and North Korea is responding with nuclear armament. Militarization has not only negative side effects on the environment, it also poisons the feelings and attitudes of people. Peace is needed – NOW - not despite of the Corona virus, but because of the crisis we are facing. Now is the time to re-think the priorities in our personal lives, in the countries we belong to and in the international relationships. As followers of Jesus Christ we do not aim for back to what was normal when the Corona Virus caused a push of the pause button. 67 years of an armistice which is not even signed by South Korea is not the normal we wish to continue with. Although most political decision-makers want us to believe that increasing armament is a means to appeasement, we know that the Korean Peninsula is a tinderbox. Stronger sanctions on North Korea cause more harm to ordinary people; they f.e. impede an import of medical supplies urgently needed in a health crisis. The sanctions so far did not lead to a change towards peace nor did they minimize the violation of human rights towards the people in North Korea. Together with many others the National Council of Churches in Korea, the World Council of Churches and the World Methodist Council pray and work for a better future in Korea. It is time for peace – now. Peace can only be achieved by peaceful steps. These steps include an end of the sanctions and the openness to let the people in Korea develop a process which helps them to overcome division and pain. 2019 Rev. Dr. James T. Laney, a former ambassador of the USA to South Korea, received the Peace Award of the World Methodist Council. At the celebration November 21, 2019 in Atlanta, Georgia, USA, Dr. James T. Laney offered three lessons learnt from his lifelong endeavor for peace on the Korean Peninsula: “Peace is not possible as long as we demonize the other side. Peace is best achieved through face-to-face conversations. We have to move in peace stage by stage.” And he continued: “Peace is the foundation of all human flourishing. Modern warfare is the Armageddon of life. Let us all promise each other that in our sphere of life, we will seek to be instruments of God’s peace and justice.” We pray for a better world now. We work for peace with justice. Now. Not despite of the Corona crisis, but because we learn the Corona lesson: There is only one earth and one humankind.
